Seg\u00fan lo reportado por <a href='https:\/\/profelandia.com\/descarta-sheinbaum-nueva-reunion-entre-segob-y-la-cnte\/'>Profelandia<\/a>, el gobierno federal ha descartado la apertura de nuevas mesas de di\u00e1logo a nivel central en la Secretar\u00eda de Gobernaci\u00f3n (SEGOB), optando por un modelo de atenci\u00f3n descentralizado.<\/p>\n<h2>Desglose de la nueva pol\u00edtica magisterial<\/h2>\n<p>La postura oficial marca un cambio de paradigma en la gesti\u00f3n de conflictos laborales:<\/p>\n<ul>\n<li><strong>Negativa a la centralizaci\u00f3n:<\/strong> Se cierran los canales de di\u00e1logo de alto nivel, trasladando la responsabilidad operativa a la SEP y a niveles estatales.<\/li>\n<li><strong>Reuniones tripartitas estatales:<\/strong> La resoluci\u00f3n de conflictos se atomiza; ahora el foco ser\u00e1n las particularidades regionales en lugar de una pol\u00edtica nacional unificada.<\/li>\n<li><strong>Persistencia del conflicto:<\/strong> Pese a la decisi\u00f3n, la CNTE mantiene su postura de lucha, incluyendo plantones y movilizaciones, al considerar que temas estructurales como la Ley del ISSSTE de 2007 y la USICAMM siguen sin resolverse.<\/li>\n<\/ul>\n<h2>La Realidad Escolar: \u00bfQu\u00e9 sucede cuando el escritorio se aleja del aula?<\/h2>\n<p>Desde nuestra trinchera, la realidad se percibe distinta. Mientras el discurso pol\u00edtico habla de \u00abmesas tripartitas estatales\u00bb, el director de escuela y el docente frente a grupo experimentan la inestabilidad como un fen\u00f3meno cotidiano. <strong>\u00bfEs la descentralizaci\u00f3n un mecanismo eficiente de soluci\u00f3n o una estrategia para diluir la responsabilidad pol\u00edtica de los problemas estructurales?<\/strong><\/p>\n<blockquote><p>La escuela no vive de resolutivos centralizados, vive de procesos que hoy se ven interrumpidos por la incertidumbre laboral.<\/p><\/blockquote>\n<p>Para los directivos, esta nueva directriz implica un escenario de presi\u00f3n doble: por un lado, la carga administrativa de cumplir con las normativas federales (como la USICAMM) y, por otro, la gesti\u00f3n de plantillas docentes y calendarios escolares que penden de hilos en las negociaciones locales. Cuando el di\u00e1logo se traslada a los estados, el maestro suele quedar en medio de una burocracia estatal que, a menudo, no tiene ni el presupuesto ni la autonom\u00eda necesaria para resolver los problemas de fondo. La pregunta es si este cambio realmente acercar\u00e1 las soluciones o si solo fragmentar\u00e1 m\u00e1s la gobernabilidad del sistema educativo.<\/p>\n<p>Cerramos este an\u00e1lisis con dos interrogantes para nuestra comunidad docente:<\/p>\n<p><strong>1. \u00bfConsideras que la descentralizaci\u00f3n de las mesas de negociaci\u00f3n fortalecer\u00e1 la resoluci\u00f3n de conflictos regionales o simplemente debilitar\u00e1 la capacidad de respuesta frente a pol\u00edticas nacionales como la reforma educativa y el sistema de carrera de las maestras y maestros?<\/strong><\/p>\n<p><strong>2.
